Meet the KRDC Board

Tina Oliphant

Executive Director

Intrigued by living in the “viewshed” at the base of a spectacular wilderness area, Tina joined Kootenai River Development Council in 2014. Tina worked in the private sector for most of her professional career and transitioned to economic development in western Montana in 2006.

Brett McCully

Director of Operations

Raised in the Troy area, Brett knows a good thing when he sees it and returned to the Kootenai Valley after out of area adventures in mining engineering. Brett provides the operations management for the 400 acres of the Kootenai Business Park.

Kristen Smith

After a career in urban redevelopment and community planning, Kristen moved to Libby, MT and jumped into local entrepreneurship as the co-founder of the Cabinet Mountain Brewing Company.


“I knew a move to Libby would inspire life-altering decisions and being surrounded by people with similarly adventurous spirits has been a terrific opportunity in the human experience. On the map of Montana this northwest corner is surrounded by the green of public forests that I cherish for all they symbolize.”

Jannelle Campbell

Jannelle traveled around the world assisting various industries in implementing software programs for the last 20 years. A few years prior to moving to Libby, she decided a change in lifestyle was needed.


“When I purchased the Country Inn, I found a little town full of beautiful landscaping 360 degrees around my everyday living along with finding a treasured possibility for a different lifestyle that matched my future goals.” Jannelle has been attached to Libby for 2 years and excited by the possibilities and growth this town continues to offer. “I am honored to serve on the KRDC as this is another possibility for improvement and assistance to others. It offers me the ability to give back to a town that has given so much.”

Katheryn Stephens

Kate Stephens is the Foundation and Marketing Director for Cabinet Peaks Medical Center. She and her husband called Libby, MT home in 2006, drawn here by their fishing trips on the Kootenai River.


The area's attraction of hunting, fishing, hiking, and other outdoor recreation was an excellent match for their interests, and they now enjoy them with their daughter Sadie! Kate can also be seen at the Montana Athletic Club instructing our community on the value of fitness.

Nick Raines

Nick Raines manages the Asbestos Resource Program for Lincoln County and has long been dedicated to maintaining a healthy environment for residents. Nick is an avid outdoor enthusiast and works to promote recreational activities in Lincoln County.

Mandy Bell

Originally from the Midwest (IL, MI), Mandy has been a Montanan for the past 13 years and relocated to the west side of the state in 2015.


She has quickly gotten involved in the community and loves getting to know people and places around Libby. She is a servant leader, community advocate and has worked in healthcare administration, human resources and most recently as a youth minister. She is a great cook, loves the hike, bike, garden and travel. Leading young people on pilgrimages and service mission trips has been a highlight of her life. "Serving others and knowing your neighbor is the key to happiness in a small Montana community and is what I love most about living here." She and her husband, Brian have 3 beautiful, adult daughters who love to visit them in Libby.
